Johnston Island and Sand Island were designated wildlife refuges in 1926. The US Navy took over the atoll in 1934, and subsequently the US Air Force assumed control in 1948. The site was used for high-altitude nuclear tests in the 1950s and 1960s, and until late in 2000 the atoll was maintained as a storage and disposal site for chemical weapons. Munitions destruction is now complete. Cleanup and closure of the facility ended in May 2005.

Internationally, the EU aims to bolster Europe's trade position and its political and economic power. Because of the great differences in per capita income among member states (from ,000 to ,000) and historic national animosities, the EU faces difficulties in devising and enforcing common policies. For example, since 2003 Germany and France have flouted the member states' treaty obligation to prevent their national budgets from running more than a 3% deficit. In 2004 and 2007, the EU admitted 10 and two countries, respectively, that are, in general, less advanced technologically and economically than the other 15.
